Abstract

Effective environmental management, as a multidimensional and holisticprocess, is essential for the harmonization of economic, social, political, environmental, planning, execution and control activities. It involves the participation of society in decision-making from the design to the implementation and evaluation of environmental policies and strategies. As across-cutting practice in public-state entities, effective environmental management is the basis for the achievement of objectives and goals, based on multilevel and intersectoral governance. From this perspective, this research focused on the development of a model for the articulation of environmental management of the Cantonal GAD of Cuenca, within the framework of its competences, with the Parish GAD of the canton, based on a development model of territorial sustainability, with cultural relevance, diversity and good living. For this, a mixed methodology (quantitative and qualitative) was applied from a participatory approach.
